It's not air-tight by any means, and it's worth pointing out that any sketchy or illegal conversations should be done face to face whenever and wherever possible. But signal is a hell of a lot better than using unsecured SMS and standard phone calls. Plus it's easy enough to use that people who aren't going to use burner phones can still install it and figure it out.
